What is the Prohousing Designation Program (PDP)?
The Prohousing Designation Program was established in the 2019–20 Budget Act to acknowledge local governments that promote housing development. The program encourages jurisdictions to pass and implement policies that accelerate housing production, promote favorable zoning and land use, reduce construction and development costs, and provide financial subsidies.
Why Are We Reapplying for the “Prohousing Designation”?
The City of Moreno Valley works hard to reduce construction costs, expedite reviews and make it easier to build homes for existing and future residents.
July 2023
One of the First
The State of California officially designated Moreno Valley a Prohousing Designated Community, making it one of the very first cities to earn this title.
Priority Points
A Competitive Edge
The badge gives our city priority points for competitive state grants to build and preserve affordable housing, and for infrastructure grants that fund community investments like parks and road repairs.
3 Years
Time to Renew
Because the badge lasts for three years, Moreno Valley is reapplying to keep our Prohousing status and keep state tax dollars coming back to our community.
Our 4-Part Plan to Build More Homes
-
Financial Help
We use housing funds to finance homes for low- and middle-income families and to let affordable housing builders defer city fees until their buildings are finished.
-
Faster Reviews
We review building plans for apartments and Accessory Dwelling Units (ADUs) simultaneously, using clear design rules to prevent unexpected delays.
-
Flexible Zoning
Continuing to plan for housing through flexible land-use designations will create new attainable housing opportunities for existing and future Moreno Valley residents.
-
Diverse Housing Zones
We allow underused commercial areas along major roads (like Alessandro Blvd and Moreno Beach Dr) to become neighborhoods with a mix of housing and shops.
